Background
The State Students Admission Commission of the Republic of Azerbaijan was founded in transition period (from Soviet to National political system) in1992. The SSAC is responsible for providing test entrance examinations and students admission for higher (public, private and military) schools and colleges, covering annually about 100 000 applicants (in 2007 – 150000).
The broad purpose of the SSAC is to advance quality and help ensure equity in education by providing fair and valid assessments, research and related services.
The SSAC developed open socio-technical system that gives access for every applicant to higher education. This system covers the whole country and is based on using most up-to-date ICT for administration of mass processes. The system integrates different stages: development of examination content, reception of applications, exam administration, creation of databases and information processing, etc. SSAC also provides some free internet-based large-scale services such as registration via internet for pretest paper exams, conducting online pretest exams, online registration of applications for master degree, reporting assessments results; publishes educational digital manuals and the magazine “Abiturient” (Applicant, in paper and electronic versions); organizes regular TV programs.
As a result of successful activity and public confidence since 2000 SSAC is responsible for providing admission to civil service . Since 2005 SSAC has been providing examination for admission to the Master degree of Universities.
In 1999 SSAC as a national coordinator, participated in solution of The Year 2000 problem (Y2K).
In 2000 SSAC was a national coordinator in the formation of an automotive information system for elections.
In 2002-2004 SSAC represented the Azerbaijan Government in join project with UNDP - “National Information Communication Technologies Strategy development and initial implementation”.
SSAC successfully cooperates with Educational Testing Service (USA).
SSAC is a member of the International Association for Educational Assessment and participated at IAEA Annual
