I. GENERAL THESES

1. The State Students Admission Commission of the Repiblic of Azerbaijan (hereinafter commission) is an organ for conducting enrolment to all stages of higher educational institutes and voluntary schools by means of tests using modern computer technologies
The Commission is functioning under the President of the Republic of Azerbaijan.

2. In its work the Commission follows the Constitution of the Republic of Azerbaijan, Laws of the Republic of Azerbaijan, the
decrees and resolutions of the President of the Republic of Azerbaijan, the
decrees and resolutions of the Cabinet of Ministers of the Republic of Azerbaijan, and the present Statute.
3. To fulfill tasks stated in the present Statute the Commission is functioning in collaboration with central and local authorities of and other connected organizations.

4. The Commission possesses the independent balance, the state property at its disposal, the bank account, and the seal, stamps and blanks with the state emblem of the Republic of Azerbaijan engraved on them.

5. The Commission is financed from the state budget of Azerbaijan.

II. THE MAIN TASKS OF THE COMMISSION
6. The main tasks of the Commission are the followings:

6.1.To carry out centralized students admission to all stages of higher educational institutes and voluntary schools of the Republic of Azerbaijan regardless of their legal structure and property form;

6.2. İn accordance with the intergovernmental agreements to carry out students enrolment of the citizens of the Republic of Azerbaijan into the higher educational institutes of the foreign states and foreigners and stateless people living in foreign states into the higher educational institutes of the Republic of Azerbaijan;

6.3. To carry out centralized students admission to bachelor and master degrees in all higher educational institutes of the Republic of Azerbaijan;

6.4. To create, develop and efficiently use the digital base of students and masters;

6.5. To accomplish other tasks in compliance with the legislation of the Republic of Azerbaijan.

III. THE MAIN FUNCTIONS OF THE COMMISSION
7. According to the main tasks it is charged with the Commission fulfils the following functions:
7.1. In accordance with the state policy of the Republic of Azerbaijan the Commission makes the plan of enrolment process and its structure, and conducts centralized students enrolment;

7.2. Prepares and approves admission program on examination subjects;

7.3 Makes relevant decisions on higher educational institutes and voluntary secondary schools enrolment regulations, documents receiving and conducting of the examinations;

7.4. Announces the students admission plan, which is agreed with the President Administration, and on its base organizes admission documents receiving;

7.5. Carries out all organizational and methodical works connected to enrolment campaign, plans and applies the programs and technical supplies, and for these purposes creates permanent and timely bodies;

7.6. Periodically presents reports and information on students admission to the President of the Republic of Azerbaijan;

7.7. Carries out the scientific-statistical analysis on enrolment examinations and informs public about them;

7.8. On the base of the system of analysis and prognosis gives its opinion about education structure, changes of specializations nomenclature and further development, and addresses a request to relevant state authorities;

7.9. During the enrolment campaign organizes Documents Admission Commissions in different territories and carries out regulations and supervizions of their work;

7.10.To form tests bank, to create and to develop scientific-methodical and program supplies organizes experts councils and scientific-methodical workshops;

7.11. To conduct the enrolment council gets involved specialists and experts by contract basis;

7.12. Organizes training courses by contract basis to help the applicants to get ready to the examinations in the form of tests;

7.13. Prepares and publishes different methodical supplies about tests content and essences and digest of the test;

7.14. Carries out permanent revision of the test bank;

7.15. Establishes its own mass media and publishes journals, newsletters and etc, to inform public about taken actions and to provide the applicants with methodical supplies;

7.16. By means of modern information technologies forms information on students and masters and carries out analytical research;

7.17. Carries out into practice any other functions to fulfill tasks which are entrusted by the legislation of the Republic of Azerbaijan.

8. All income which is received during carrying out function mentioned in the article 7 of the present Statute transfers to state budget.
IV. THE RIGHTS OF THE COMMISSION
9. To carry out into practice its tasks and functions the Commission has the following rights:

9.1.To decide the issues which are in its competence the Commission can demand from government executive bodies and other organizations all necessary documentation, statistical data and other documents and provide them with all necessary documents and information in compliance with setteled regulations;

9.2. The Commission can pass normative legal acts to decide the issues which are in its competence and supervise how they are carried out into practice;

9.3. In the frames of the legislation the Commission can create, reformate and close subordinated bodies and regional brands;

9.4. To decide the issues which are in its competence the Commission in the frames of legislation can get involved specialists and experts by contract basis;

9.5.To form interdepartmental commissions, experts councils and work groups to work with connected government executive bodies;

9.6. To address to the President of the Republic of Azerbaijan with suggestions on preparing and development of the normative legal acts, connected to the issues which are in its competence the Commission;

9.7. To create temporary commissions to investigate special cases which can accrue during the examination;

9.8.To make a decision on the violation cases committed by applicants, educational institutes, organizations and their officials. To entrust the relevant state bodies with the task to bring these people to responsibility;

9.9. To hold conferences, meetings and other activities in the frames of its responsibility;

9.10. To carry out into practice other rights with regards to the legislation.

V. THE COMMISSION WORK ORGANIZATION

10. The Commission is managed by the head who is appointed and deprived of office by the President of the Republic of Azerbaijan. The head bears personal responsibility for carrying out tasks entrusted to the Commission.

11. The head of the Commission has one deputy who is appointed and deprived of office by the President of the Republic of Azerbaijan.

12. The head of the Commission:

12.1. Organizes the Commission work and manages it;

12.2.Approves established wage fund, the structure and the staff list according to the number of workers, and approves the regulations of the departments and bodies created by the Commission;

12.3. In the frames of its authority Issues orders, decrees and instructions to manage work of the personnel and bodies and controls their implementation;

12.4. Assigns official duties of the Head of the Commission’s deputy;

12.5.Creates special commissions to investigate particular cases occurred during the examination and fixes their number, personnel and work regulation;

12.6. Appoints and deprives of office staff and heads of subordinated bodies stimulates and takes disciplinary actions with regards to legislative;

12.7. With regards to legislative in frames of his privileges participates in the international relationships, conducts negotiations about international relationships, concludes interdepartmental agreements, takes part in international actions;

12.8. Permanently presents reports and information to the President of the Azerbaijan Republic;

12.9. Issues orders about the Commission’s financial state and property;

12.10. Carries out into practices other actions in accordance with legislation.

13. The board is created at the Commission. It is consisted of the Head of the Commission (the Head of the Board), his deputy and other executives.

14. The number of the Board members and personnel are approved by the President of the Republic of Azerbaijan.

15. The Board at its meetings discusses the Commission activities and makes desicions on them.

16. When more than half of the members of the Board participate at the meeting it is considered valid.

17. The Board decision is taken by simple majority. It is registered in the report and implemented by the orders and acts of the Commission Head.

18.In necessary cases representatives of the relevant government executive bodies, educational institutes and other organizations can be invited to take part in the Boards work.

19. The consultation body Expert Council can be created under the Commission. Experts from the relevant government executive bodies, educational institutes and independent experts can take part in the Expert council.
