Meleyke Abbaszade (Mustafayeva) was born in 1953 in Baku into a family of public servants. She finished secondary school in Baku in 1970 and entered the department of calculus mathematics and cybernetics of Moscow State University after M.V. Lomonosov.
After graduating the University in 1975 she started working at the Cybernetics Institute of the Academy of Science of Azerbaijan as a senior laboratory assistant.
In1975-1977 she worked as a trainee researcher at the Department of the Computation Center of the USSR Academy of Science in Moscow under the leadership of academician N.Moiseyev.
In 1977-1987 she worked at the Cybernetics Institute of the Academy of Science of Azerbaijan as a scientific officer.
In 1988 she defended her thesis at the Cybernetics Institute after V.Glushkov of the Ukrainian Academy of Science in Kiev and received Candidate of Technical Science degree.
In 1987-1989 she worked at the Baku Teachers Training Institute as a head of the educational methodic on Computer and Information Sciences department.
In 1989 she was a leading scientific officer at the Institute of Oil Chemistry after M.Azizbeyev.
In 1990 she was elected as a deputy of the head of “Istedad” association in Azerbaijan and worked there till August 1994.
In August 1994 she was appointed by the decree of the President of The Republic of Azerbaijan on the position of the first deputy of the head’s of the State Students Admission Commission of the Republic of Azerbaijan.
In October 2000 she was appointed on the position of the head of the SSAC.
Under the guidance of M.Abbaszade the journal “Abiturient” and preparation courses “Applicant” were organized under the SSAC. M.Abbaszade is also a member of editorial board of the journal “Abiturient”.
During her leadership the Commission was an executive organization of many projects which had state importance. For instance:
In 1999-2000 the Commission under the command of M.Abbaszade was given a status of State Body on the “2000 year problem” and the problem was successfully solved by this Body.
In 2000 M. Abbaszade was a National Coordinator of the United Nations Development Program (UNDP) and Azerbaijan Authorities’ project “Help to organize department on passing information connected to the election”. In the frames of this project was created State Computer-aided Information System “Elections”. This system was used on the Parliament elections in November 2000 and now during elections this system is still in use.
M.Abbaszade was a National Coordinator of the United Nations Development Program (UNDP) and Azerbaijan Authorities’ mutual project signed in 2002 “Preparing the strategy of the development information and communication technologies in the Republic of Azerbaijan and using it on the first stage”. In the frames of this project the National Strategy on ICT was prepared and approved, and was worked out political document the National Activity Plan for 2004-2012 on implementation the Strategy.
M.Abbaszade participated in more than 25 regional and international conferences. Particularly, she was a participant of the World Summit of the state leaders dedicated to the problems of the information society in Geneva in 2003 and she took part in the International Forum “Development of Information and communication technologies and electronic control” in Baku, in November 2003.
M. Abbaszade was an organizer of the 33 International Conference of the International Association for Educational Assessment (IAEA) “Interdependency of the National Assessment System and Educational Standards” which took part in Baku from 16 to 21 September 2007.
In 2008 M.Abbaszade was elected a member of Executive Committee of the IAEA.
M. Abbaszade is an author of more than 50 scientific articles and 2 text books for higher educational institutes.
She is a mother of two children
